You don't pick your facility. Neither does your lawyer, and neither does your judge. The Bureau of Prisons makes every designation in the country from one office, and that office happens to be a 20-minute drive from downtown Dallas: the Designation and Sentence Computation Center at the Grand Prairie Office Complex, about 11 miles west of the city.

What separates a camp from a low is a number. Before you're designated, BOP scores you on a fixed set of items: severity of the current offense, criminal history, history of violence, history of escape, any detainer lodged against you, drug or alcohol history, education, and age. For men, 0 to 11 points is minimum security, which means camp. 12 to 15 is low. For women the bands run wider, 0 to 15 for minimum and 16 to 30 for low. Those cutoffs are published in the Bureau's designation manual, Program Statement 5100.08.

Two things override the score. Nine Public Safety Factors exist specifically to keep certain people out of any facility that allows community access, which is the definition of a camp, no matter how low the point total runs. And a detainer or a live pending charge can trigger the "Greater Security" management variable, which pushes the designation at least one level above what the points say. This is the part families rarely see coming. An unresolved state matter, sitting quietly in the background, can cost you the camp on its own.

It cuts the other way too. Self-surrendering after sentencing, rather than being taken into custody that day, scores as minus three points on the same form. For a defendant sitting at 13 or 14, that one item is the whole distance between a low and a camp.

Proximity is real, and it comes last. Under 18 U.S.C. 3621(b), the Bureau places you as close as practicable to your primary residence and, to the extent practicable, within 500 driving miles of it. But that instruction sits behind bed availability, your security designation, your program needs, your medical and mental health needs, and the sentencing court's recommendation. BOP's own wording is blunter: if someone lands more than 500 miles out, it's generally a security, programming, or population issue. The statute also says a designation "is not reviewable by any court," which is why the record matters more than any appeal of it does.

Sam Mangel's work happens before the designation, not after. He reads the presentence report for the items that actually get scored and flags what's wrong while it can still be corrected, documents medical and programming needs so they're in the file the DSCC reads, and shapes the judicial recommendation so it asks for a facility that fits the score. He can advocate for a placement. Nobody outside the Bureau of Prisons designates one, and anyone who tells you otherwise is selling something.
